How to reduce lag on cs 1.6 server

 To reduce lag and maintain low ping on server first of all you need a good upload speed number of players depends upon the upload speed see this graph:-

If u not have so good upload speed then no problem we have a great solution read this "How to get good upload speed"

Now after this go to hlds and find hlds.exe right click on it and click on create shortcut after it you will see a shortcut cut it and paste it on desktop.Atfer it right click on shortcut and find target you will see shortcut link of your computer in target after it add these lines if u want to edit you can edit these lines:-
-console -game cstrike -pingboost 3 +hostname aashiriftikhar.blogspot.com +sys_ticrate 10000 +heapsize 250000 +maxplayers 9 +map afk_6killer
